Description:

provide a mechanism for enabling this local plugin by default on che-theia
Related to #1714

Potentially it should be possible to point to the desired plugin via the che.workspace.devfile.default_editor.plugins property - https://github.com/eclipse/che/blob/master/assembly/assembly-wsmaster-war/src/main/webapp/WEB-INF/classes/che/che.properties#L556

We need to add CHE_WORKSPACE_DEVFILE_DEFAULT__EDITOR_PLUGINS to Hosted Che cms

tested on prod-preview and seem to work just fine. Going to close once we promote the telemetry to production
