Create a jenkins-operator.ignore annotation

To give a degree of freedom and to allow debugging/hacking to users, it could be convenient to support the use of an annotation jenkins-operator.ignore=true that if present, the operator will ignore reconciliation for the specified resource.
This may be easily implemented using a filter.
