Can't access Breakpoint Properties from Generic Editor

Let's make sure issue is not already fixed in snapshots first.

• I verified I can reproduce this issue against latest snapshots build

Steps to reproduce

From a fresh installation and clean workspace:

• In a .java file open with the generic editor
• Put a line breakpoint somewhere

I tried

• Right-click on breakpoint in the annotation bar to access the "Breakpoint Properties"

I expected: a context-menu "Breakpoint Properties"

But got: No such menu

Here is some relevant log output form (<workspace>/.metadata/.log)

• OS & version: Fedora 39
• Eclipse IDE/Platform version: Latest I-Build
• ...
