Update DevOps pipelines for core services to include Australia release target

Background context
As we branch out into Australia, all our pipelines will need to be updated to include a new release target in that region. In addition, the Europe target jobs will also need updating to explicitly specify the target AWS region (it currently uses a global pipeline variable, which won't be fit for purpose with the introduction of a new region).
