The Test client migration and rollback with recovery test has been failing intermittently and the latest failures seem to indicate that the test is not properly waiting for client reset to complete between the second migration to FLX and rolling back to PBS.

Update the client reset tests to properly wait until client reset is complete prior to resuming the test.

These changes were broken up into two PRs. Waiting for the PR to be landed for RCORE-1386 before this change can be integrated.
