This enables usage of this aeron as a sub project where a different standard is adopted.
Disabling installation may be desirable when Aeron is added as a subproject.

Continuation of the earlier work on making Aeron more modular when added as a subproject, making documentation and installation optional. Behaviour is not affected when Aeron is built as a standalone project.
