Allow passing additional environment variables to ratify container via helm chart

Allow additional environment variables to be passed via ratify helm chart. I need to pass http proxy environment variables to ratify deployment and currently it is not possible via helm chart.

Hi @mannbiher , we have v1.3.1 released, including the related PR.
Users can additional environment variables through ratify helm chart and I am going to mark this issue as closed.
