[FEA] Expose make_blobs to python

Exposing make_blobs to python would let us generate Gaussian clusters, that we could use directly in testing kmeans algorithms in python (like in #1016 )

Please note that there are some quality issues with make_blobs (see #1127) that we might want to address before exposing it to Python.
