Add strided normalization kernel and generic normalize interface

#979 adds a row normalization / row-major (i.e coalesced) normalize primitive. It is outside the scope of that PR to add a strided normalization kernel and a more generic interface, as there is no known need for it, but it is "nice to have" (P2).
