Please provide a clear description of problem you would like to solve.

cuProj is a header-only library, so we should allow each shared library that uses cuProj to have an internal unique copy of all device symbols. To do so, we should provide export attributes as was done in RMM: https://github.com/rapidsai/rmm/blob/branch-25.02/include/rmm/detail/export.hpp
