Discovered this accidentally while trying to build centos7 12.0.0/12.0.1 images that we end up with these weird, small 400MB images on dockerhub that don't have the CUDA toolkit or anything.

Switching to MANYLINUX_BUILD_FRONTEND="docker" gets us back to publishing correct 4-5 GB containers with all the CUDA toolkit etc. in them
