Is your feature request related to a problem? Please describe.

Actually the rancher provider does not support OpenTofu directly, but only terraform. In some cases, it would be helpful to have OpenTofu provider, for example in GitLab CI/CD pipelines (see Terraform deprecation notice).

Describe the solution you'd like

Support OpenTofu and publish the provider in the OpenTofu Registry.
