Remove last Nuxt leftovers

Description

Remove all the remaining unnecessary Nuxt references, keeping only broadly extended logic as abstracted logic.

Context

The removal would include any TODO referencing this issue, plus:

• Remove or replace Nuxt reference and logic for Vue3 migration #10491
• Remove or replace all the @nuxt libraries #11272
  • Replace cookie-universal-nuxt with a more generic library #11321
  • Replace @nuxt/babel-preset-app loader with explicit configuration #11375
• Nuxt references in components to be reviewed and renamed #11273 (optional)
• Clean and simplify Nuxt utility #11196
• Remove every reference to .nuxt global option #11260
• Remove Nuxt reference in extensions and creator #11407
• Nuxt plugins reference to be removed and updated in the documentation
• Session storage nuxt-reload https://github.com/rancher/dashboard/blob/master/shell/utils/nuxt.js#L130 already removed the whole utility
• Remove store.$plugin and refactor nuxtClientInit from the state #11386
