Description

Some information is always useful for extensions to provide in their readme, such as a copy-pastable set of instructions for users to add the extension: quarkus ext add <extension-name>.

If we provide a template, we can fill in this information.

The downside is all readmes may end up looking quite generic.

(As discussed with @maxandersen, although he may have his own ideas about the wisdom of this!)
