In group looping random segment behavior is inconsistent

I had tried to make it work like a hold when in a group, but instead, when at the beginning or end, it will hold activation until the gate falls, rather than having the whole loop loop (which is what hold segments do). In the middle of a loop, it acts like a step. It should probably just act like a step for sake of consistency.
