Automatic ban setting for peers that download more than the torrent size + 5% #20404

Suggestion

There are a lot of trolls that setup torrents to keep downloading and not store anything, just to leech bandwidth from seeders, we need a setting to automatically ban them from qbittorrent

Use case

When users waste bandwidth

This is actually a big problem and needs to be addressed.
I've already opened a issue about peers downloading a size many times the size of the torrent #17350
And closed as I stopped getting dead peers, but they didn't go anywhere and the problem still exists https://redd.it/1amgiti

This will also help with the notorious anacrolix/torrent problem.

To solve this, it would be very good to have a built-in feature that would allow you to ban a pir when the giveaway rating reaches 1.05 or 1.1 (105% or 110%) or the ability to set the limit manually. At the moment, you need to use third-party tools to autoban such peers.
