Our docs recommend using src layout for Python projects in general.

Following tox (tox-dev/tox#826) and the discussion over pypa/packaging.python.org#320, should we follow the src layout as well?

GitMate.io thinks possibly related issues are #2860 (Monkeypatch is changing functions context), #344 (Change doctest runner's flags), #41 (looponfail ignores changes to non-python testfiles), #1 (assert reinterpretation fails for some code layouts), and #890 (Change docs files from .txt to .rst).
