Suggestion: progress bar while installing collected packages

What's the problem this feature will solve?

After all the packages are downloaded, during the "installing collected packages" stage, Pip just tends to hang there for a while. It would be nice to have a progress bar so I don't have to guess whether it is still working or has crashed. It would also be helpful because then I would have a rough estimate of how long I have to pet my cat before going back to work..

A cool little progress bar like Javascript has when installing packages

Thanks for suggesting this, this is already been proposed in #12712 and someone has already worked on a prototype, though I can't say when/if a PR will be submitted and accepted.
