Can someone open a PR for feature-focus?

I tried opening a draft PR for the feature-focus branch against main, but I think I need permissions.

Could someone with more permissions than me create the PR? You can use the following for the title and description.

Title:

Restyle interactive elements to be more accessible

Description:

Supersedes #1402.

This is the PR of a feature branch named `feature-focus`. The feature branch will collect style changes incrementally across a sequence of smaller PRs whose overall goal is to restyle the buttons, links, and other interactive elements in this theme so that they are more accessible and consistent.
