This would allow for the initial hysteresis state to be controlled by a parameter in the user-supplied parameter set.
Motivation
The default initial hysteresis state is 0 (from -1 to 1 range) which will often likely not be the case in real cells experiencing hysteresis, at the top or bottom of SoC.
Possible Implementation
Add the initial hysteresis state to the lithium ion parameters, and reference it in the Wycisk OCP module.

This issue was created as a result of #4332 and just targeting the initial hysteresis state of portion of that issue.
