Console search bar overlaps modals

Current Behavior

The console search displays above the modals displayed by the panel

Expected Behavior

The console search should display under the modal

Steps to Reproduce

Start the search bar in the console (ctrl + f in the console)
Bring up the modal (e.g. wrong java version)
