Current QSEoW alert templates for Slack messages are outdated wrt how Slack's current API works.

Use Slack template for QS Cloud messages as inspiration, those are recently updated and works well.

Change name of Slack template file for alerts from QSEoW from failed-reload.handlebars to failed-reload-qseow.handlebars.

Same for aborted reload template file

Actually, Slack's API is pretty much the same as before. No need to update the handlebars template file.
