It looks like from watching my fan speed during a print that the dynamic fan speed setting is responding to the 'overhangs' inherent in the fuzzy skin process (which also show up in the layer visualizer ... but that's less impactful). Seems to me that the fuzzy skin shouldn't be thought of as overhangs from the slicer's prospective so that it won't randomly spin up the fan on perimeters when that isn't desired.
