Adopt/Implement the OpCreds Fabrics management commands in the python chip tool #6536

The OperationalCredentials cluster now has some commands:

  • RemoveFabric (not completely up to spec)
  • Read Fabrics list
  • RemoveAllFabrics (acts as a reset of the accessory, not approved to be in the spec, up for discussion).

These commands have been added to the iOS chiptool, it would be good to add functionality to the python chip tool.
