[ICD] When Waiting for an Ack from a message with no response, ICD doesn't stay in ActiveMode #28107

When the device sends a message that is not expecting a response, it will wait for an additional active mode threshold for the ack.

Since the message does not have the response, it will not have an active exchange for that specific message. It is possible for the device to go to idle mode before receiving the ack to its message.

Device should not be able to go to idle mode as long as it is waiting for a response or an ack.
