Reproduction steps

The tv-casting-app is advertising commissionable node even when it is not going through the commissioning process and as soon as it starts up (and inits the Matter Server). This is undesirable behaviour for the tv-casting-app, given there aren't any known use cases today that require extended discovery to be on.
