[Linux] Move dbus-python module to 1.3.x

Reproduction steps

• dbus-python had a minor version update from 1.2.x to 1.3.x
• This broke Docker build (see [1.0] Running into this new failure while trying to create the docker container  #22613) because of other missing dependencies

We need to eventually fix the build to move to 1.3.x to get additional fixes
