[TC-MF-xx] chip-tool does not support enough controllers to perform some of the test steps #16008

chip-tool only supports 3 controllers, with symbolic names alpha, beta and gamma. In order to execute tests that require 16 + 1 controllers one has to use 6 Raspberry Pis, which places extra burden on the setup, increases the chances of failure and makes it impossible to use in automated tests.

As a solution we suggest chip-tool to support 16 + 1 controllers. The 17th controller is needed for the rollover tests. Controllers could be specified by their number, e.g. --commissioner-name 15
