There is an issue with the tooltip where you hover over it directly, causing the cursor to flicker. The same issue was bought up in Primeng, with the video accompanying it. I have tried this on Primevue's tooltip page, and it's there too.

Steps to reproduce the behavior

Hover on the edge of the element that has the tooltip on the same side the tooltip is positioned.

Expected behavior

No flickering of the cursor and a seamless transition
