Support CREATE TABLE in Pravega connector #44

The CREATE TABLE instruction in Pravega connector should do the following:

Verify columns (See S3 connector)
Maybe create stream on the Pravega
Create entry for table in Schema Registry
Maybe populate a JSON file to define the table
