I have two keyboards - internal macbook keybaord that has German layout and an external Apple keyboard that has english layout. Both of these keyboards are basically the same and have an extra key between the Left Shift and Z.
Because I use English ISO layout in macOS, tthis key has "`/~" assigned to it, while the key below ESC has "§/±".
I have updated recently to macOS Sequoia and got strange behavior.
These two keys got swapped.
I have found in Karabiner Elements only an ability to change the type of the Virtual keyboard. When I have changed the type from the correct one (ISO) to ANSI, my physical keyboard has correct keys that match the actual chosen English layout.
It was never the case until recently, and recently I have only updated to macOS Sequoia in terms of my environment, so I suspect it has to do something with the macOS version.

I have complained about it in Apple Support forum https://discussions.apple.com/thread/255856899?sortBy=rank&answerId=260960770022 and got a suggestion to change a keyboard type in Karabiner Elements.
