How to do "if caps lock enabled"?

I've written a bunch of modifiers currently that depend on the left_option key being held down with the key press of the modified key, however after a while my left thumb starts to suffer. Instead, I'd like to change it such that my key modifications are only enabled if caps lock is currently enabled, such that:

• press caps lock to turn on caps lock, release
• press the modified key, in say h for single quote if alone, or double quote if shift is also held
• Optional: disable caps lock

I've searched the docs, and can't seem to find an existing modified for caps lock status, nor find an existing variable for caps lock status, so it seems I would need to write a variable myself, which then seems like it would disable the native caps lock functionality.
