Implement new info query API calls #13

Calls to implement:

  • getFrequencyArgsInfo()
  • getStreamFormats()
  • getNativeStreamFormat()
  • getStreamArgsInfo()
  • getSensorInfo()
  • getSettingInfo()

In addition:

  • Use getNativeStreamFormat() to select default format over the network, and scaling.

CMakeList version update:

  • find_package(SoapySDR "0.4.0" NO_MODULE)

Nothing should have broken. However, we are using getNativeStreamFormat() now. Its best that other modules are updated as well. Open a new issue if something goes wrong.
