1st objective: create shell-tools

create a shell with _nav, _main, and _alt_ panels for displaying _shell views_

create _shell-tools_ repo
track activity with _github issues_ and _github milestones_
setup TypeScript linter (TSLint)
setup unit testing - TDD with file watcher
setup _ShellManager_ class (and Interface)
