Describe the bug
When moving in a test block, the behavior is different with mouse and keyboard. When the input receives focus with the keyboard (using tab) and the field is empty, nothing appears (borders and add/delete row buttons), but with the mouse, it does. (see video)

To Reproduce
Steps to reproduce the behavior:

1. Go to https://demo.plone.org/edit
2. enter in edit mode by clicking on the edit button (top-left)
3. The focus will be on the title field. Press enter.
4. A new text field will be created. Now return to the title field by clicking on it.
5. press TAB, the focus changes to the new text field. Here is possible to identify the missing items (trash can, the "add block" and the borders)

Expected behavior

• This action must do the same for mouse and keyboard, that is, make the item focused and activated with all items visible.
