unable to add .mp4,.mov clips to existing playlist

Test environment

PMS Version: server Version 1.25.3.5385
PMP Version: windows client Version 1.39.1.2763-300bb607, webclient Version 4.66.1(linux server unbuntu), web client Version 4.69.1(linux server rpi)
Platform (Windows/macOS/Embedded RPi/Embedded Intel):PMP platform, windows, linux

Steps to reproduce

1. create playlist/album ,from photo library containing pictures and video clips
2. try and add additional video clips from photo library

Current behavior

1.for video clip when you click "add to playlist/album" the playlist created above is not listed, you can only create a new list.
2.if you try and add a picture, when you click add to playlist/album, the playlist/album created above is there and you can add the picture

Expected behavior

1. if you attempt to add a video clip to playlist/album, and you select add to playlist/album i would expect to see current playlist/album, and be able to select and add clip to existing playlist.
   2.on my android based phone plex client 8.28.0.30077 (241173d0), it acts as expected i can add video clips to existing playlist/album.

if logs are needed i can add them, but dont see how that might be helpful as no errors are generated
not file permission issue
