PMP windows 10 impossible to cast to it

Can't cast from android to windows player, no antivirus or firewall, PC wired ethernet connection to router providing WIFI for android phone.
It worked once in 2-3 attempts before managed users were set up, now it's solid no players detected.

Can cast reliably to PMP on fireTV stick and android plex app.
