Plesk should use DNS Validation prior to attempting to issue certs

To prevent exceeding Let's Encrypt's rate limiting, Plesk should be checking for possible issues and not sending the request to LE's servers if any are found. Simple DNS validation would likely prevent exceeding the rate limit threshold 95% of the time.
