I am unable to use CTRL+ALT+u to upload code to an Arduino.

I have two laptops. Both with Windows 10 Pro, both fully Windows Updated, and both have zero VS Code updates available. Both have mostly the same details:

Version: 1.31.1 (user setup)
Commit: [1b8e830](https://github.com/Microsoft/vscode/commit/1b8e8302e405050205e69b59abb3559592bb9e60)

Node.js: 10.2.0

The laptop where this is broken is the same as the above but has this difference:

OS: Windows_NT x64 10.0.17763

On my old laptop this works just fine when in a workspace with the PlatformIO extension enabled. However, on a new laptop with a fresh install of Windows 10 Pro, with a fresh install of VS Code, and the PlatformIO extension I get ú when I press the shortcut keys.

See this VS Code issue for more info.
