Describe the problem you would like to solve
Currently, our workflows function such that when an author or editor submits a manuscript with all the attached files, it progresses to the desk review or submission stage. Through conversations with the community, I've come to realize that editors often request revisions to the submitted files during the desk review or submission stage. Presently, these editors are using the discussion feature to request these revisions and then either uploading the revised files themselves or asking the authors to do so.

Describe the solution you'd like
Include a "request revision" button in the desk review/submission stage to streamline this process.

Who is asking for this feature?
@Devika008 after user testing for Submission Dashboard

Focus Points
The button of "Submit Revisions" on the dashboard will only come when requested however, "Upload Revisions" button on the summary page will be visible throughout irrespective of the revision is asked or no

This would be helpful for OPS as well. Using SciELO Preprint as a use case, often times we request small revisions to the submitting author before moderating or accepting the preprint and right now we don't have any other choice but to use the Discussions feature.

I believe having a more stablished workflow for that would be beneficial for authors and preprint servers.
