For tracking future enhancements to the technical upgrade guide.

Quick guide version (started in HackMD)
Moving versioning details to the Admin guide and linking to them
Once CSS has been improved, revert the checklist to a bulleted list instead of a code block
Feedback received from UANL mentioned clearing caches, which we can consider adding
Feedback from UANL to consider adding: "The engine type of tables should be InnoDB and not MyISAM"; "In the case of Latin languages, verify that these are UTF 8"
