Collection doesn't show any images

I made a new collection and while it says there are 17 photos in it, the page is blank.

I had to add most of the photos using a URL. The only time any images showed was when I wanted to add recent enough ones that they were in the Add Photo menu. When I added those, they appeared in the collection briefly, but when I reloaded the collection, they were all gone again.
