Storages: refactor DMFile vector search

What problem does this PR solve?

Issue Number: ref #9600

Problem Summary:

What is changed and how it works?

1. Remove VectorColumnFromIndexReader.
2. Add DMFileVectorIndexReader which is responsible for reading vector index to do vector search and read the vector column.
3. Rename DMFileIndexWriter to DMFileVectorIndexWriter.
