Fourier: Making Waves - publish 1.1

We are re-publishing this sim to make it easier to do MRs, and to pick up some of the new standard features, specifically:

• TypeScript implementation
• dynamic locale

UI Sound and Alt Input were part of the 1.0 release. PhET-iO and description are not included.

• Dev Test: Fourier: Making Waves 1.1.0-dev.5 qa#1178

11/26/24 Added dev test to the QA Pipeline, dev version not deployed.
12/2/24 Deployed 1.1.0-dev.5.
12/3/24 Dev test completed.

• RC Test: Fourier: Making Waves 1.1.0-rc.1 qa#1186

12/9/24 RC test added to the QA Pipeline.
12/12/24 RC test completed, no issues found.

12/12/24 1.1.0-rc.2 was published to cherry-pick changes to the QA credits for #246. This was self-tested, no QA.
12/12/24 1.1.0 was published.

Announcement to Slack#general:

Fourier: Making Waves 1.1.0 has been published. The purpose of this release was to make MRs easier and pick up some newer features: dynamic locale and TypeScript implementation. Alt input and UI sound were already included in the 1.0 release. This release does not support PhET-iO or description.
