Can we make the Voltmeter movable with keyboard nav? #42

When the Voltmeter is selected, neither WASD nor the arrow keys can move it around. I'd think this isn't a big deal, but not being able to move the Voltmeter is still a loss of functionality. I've tried this in Win 10 Chrome/Edge. For phetsims/tasks/issues/566

@jessegreenberg maybe handle this like the balloons in BASE? Where they can be "picked up" then "released".

Initial designs prioritized accessibility for keyboard navigation and it was likely determined that dragging the voltmeter was not an important feature for accessibility. But it could be a nice feature for general keyboard navigation. We can leave this open and discuss with the design team.

Removing assignment until we continue to work in this sim for a11y.
