macOS VoiceOver aria-live=polite alerts interrupt themselves

macOS 13 VoiceOver has changed so that aria-live=polite alerts are interrupting themselves. This is detrimental to our sims where we assumed that a series of alerts could be read in order to describe the changing sim.

We should submit a bug report about this. The interruption is similar to #180. @terracoda reached out to a dev list about it and we actually heard back from Apple directly about it. I think there is a chance this could be fixed with that issue if they fix that one. But it is different enough that we should still submit an issue about this directly.

Reported in phetsims/greenhouse-effect#254 and phetsims/friction#319 but impacts all sims.
