When the window is resized, the timeline should shift the heights and positions of the two bands to stay aligned in the timeline block. Right now, this kind of happens, but (a) when the window gets too squat, the bottom numbers on the bottom band get truncated by the bottom of the window, and (b) if the screen gets too tall relative to its starting size the bottom band floats up off the bottom of the block.
Since occlusion is impossible to avoid beyond a certain point (part (a) above), the bigger issues is the small-to-large movement - the resize should always accommodate more space.
