How to start with creating organization in account I can access via role only

Hey,

Looking to use the tool to define org setup, however I can find or understand how to start with setting the project.
I have an access to the org root only via role that I have to assume and I cannot figure out proper sequence to bootstrap and later effectively deploy my org changes to organization.

Any hints?
