Upgrade storybook to 4.0.0-alpha-X, as of alpha-3, there is support for a mobile layout.

When updating to alpha-3 the following error happens on a CRA bootstrapped app storybookjs/storybook#3444

Still need to test if updating Webpack on an ejected app fixes it
