Implement pattern-lab/the-spec#33

QUESTIONS:

  • determine if shared frontend needs to change

PL NODE:

  • warn user if annotations file found
  • remove old method from any paths / copying / watches
  • each pattern tracks annotations
  • fix output method, no longer a single file to parse
  • unit tests
